Paramus prohibits placing food intended or suitable for wild or stray animals on any public or private property, with escalating civil penalties for repeat violations.
Under the Borough's wildlife feeding ordinance, no person may place food for consumption by wild or stray animals on any property within Paramus. Enclosed elevated bird feeders are the only exception. The Animal Control Officer and other authorized officials investigate complaints, issue warnings, and write citations. Civil penalties escalate from $125 for a first offense to $250 for a second offense and $350 for each subsequent offense. The rule targets nuisances such as deer, raccoons, feral cats, and waterfowl drawn to ground feeding.
Leaving food on the ground for stray cats, deer, or raccoons, scattering corn for waterfowl, or operating non-enclosed ground-level feeding stations all violate the ordinance.
