Westland, MI Animal Ordinances: Wildlife Feeding (2026)

(a)It shall be unlawful for any person to:(1)Feed wildlife, in any manner on any private or public property in the city;(2)Keep, permit, or allow conditions to exist by the placement, offering, or discard of food, food by-products, vegetables, garbage, or animal food of any type that tends to encourage or that results in the lingering, roosting, nesting, and/or congregating of wildlife;(3)The groundfeeding of wildlife is unlawful and shall be considered a nuisance per se.(b)Pigeons and doves that are kept at all times in cages or pigeon lofts do not violate subsection 18-22(a)(1), (2) but remain subject to all other applicable laws and ordinances.(c)Nothing herein shall prevent a person from maintaining a bird feeder on his or her private property, on the following conditions:(1)The feed used must not encourage or result in the lingering, roosting, nesting, and/or congregating of doves, pigeons, and/or waterfowl; and(2)The bird feeder is elevated at least five feet off the ground.(d)An animal control officer may issue an appearance ticket to any person that violates this section.(e)A person who violates this section is guilty of a misdemeanor and subject to a fine of not more than $500.00 and/or not more than 90 days imprisonment.
