Cedar Rapids, IA Animal Ordinances: Wildlife Rescue Permits (2026)

Under Cedar Rapids Municipal Code § 23.29, the Animal Control Department issues a no-fee city rehabilitator permit to anyone who already holds an Iowa DNR Rehabilitator Permit, tracking where the rehabilitator is located and what species they handle. The permit is renewable and automatically expires after one year, so a rehabilitator must reapply annually rather than operate on the state license alone. Permit holders must also comply with every other provision of Chapter 23, the city's general animal-control code, which covers confinement, sanitation, abuse, and quarantine rules that apply to any animal kept in the city.
