090(a) bars stopping, standing, or parking anywhere in the city except when necessary to avoid a traffic conflict or on the direction of a police officer or traffic control device, in 15 listed locations: on a sidewalk; in front of a public or private driveway; within an intersection; within 5 feet of a fire hydrant; on a crosswalk; within 10 feet of the approach to a flashing beacon, stop sign, or traffic signal; between a safety zone and the curb, or within 10 feet of the curb opposite a safety zone's ends; within 50 feet of a railroad crossing (unless parked parallel to the rail without showing a red light); within 20 feet of a fire station driveway, and within 75 feet of the entrance on the opposite side when posted; alongside a street excavation or obstruction that would block traffic; on the roadway side of another parked vehicle; wherever official signs prohibit it; in Council-designated prohibited districts; in the parking strip between the sidewalk and curb outside a paved driveway cut; and parallel to the curb facing against traffic.

Subsection (b) makes each consecutive 6-hour period during one calendar day that a vehicle stays illegally parked a separate offense, with the clock resetting from the time the ticket is issued. 090 violation is $25 per ticket, payable within 3 days if the ticket is attached to the vehicle or 10 days if mailed. Miss the 30-day deadline and the City adds $10 per offense; unpaid tickets can also be referred to Linn County District Court for misdemeanor prosecution, capped at $625 in fines or 30 days in jail per calendar-day, per-space total.
