Section 61.095A adds a residential layer: after a residential snow emergency is declared, parking on non-route residential streets is restricted from 8:00 a.m. to 4:00 p.m. the next day to the even-address side on even calendar days (or odd on odd days), then flips to the opposite side for the same window the following day.
