Every junk or abandoned vehicle located upon public or private property within the corporate limits of the City of Cedar Rapids, Iowa, constitutes a threat to the health and safety of the citizens, is offensive to the senses, and is hereby declared a nuisance. Any junk vehicle located upon private property in violation hereof, wherein the owner of the vehicle is the owner or person in control of the property upon which it is located, shall be prima facie liable for creating and maintaining such nuisance.
