Folsom's Parking Rules: The Rules That Matter

Curb Color Rules

Preferential Parking Districts

Folsom runs a residential permit parking program in its historic district under Municipal Code Section 10.20.290, giving residents in council-designated areas an exemption from posted parking limits. Section 10.20.295 lets the city charge a fee and issue a set number of permits per resident, and Section 10.20.300 exempts government, emergency, utility and delivery vehicles performing official duties from the permit requirement.

Driveway Rules

Folsom Municipal Code Section 10.20.470 bans parking any vehicle, RV, trailer or camper on a front yard, side yard, lawn or landscaped area visible from the street. Vehicles must sit on a paved driveway the city has approved, and any new driveway must still preserve 40 percent of the front-yard setback as lawn, grass or other permeable landscaping.

Each day the vehicle remains can be cited separately, and the nonprofit exemption does not apply without prior written city permission.

RV & Boat Parking

Folsom bans storing a recreational vehicle or utility trailer on any city street, public or private, under Municipal Code Section 10.20.280. A vehicle counts as "stored" once it sits without moving at least one mile in 72 hours. Owners can request up to four 72-hour extension permits a year, but repeat violators face escalating fines and vehicle abatement.

Folsom's code enforcement officer may then issue abatement notices, and the police chief can order the vehicle towed and removed under Chapter 10.16's abatement procedures, at the owner's expense.

Loading Zones

Folsom marks commercial loading zones with a painted yellow curb: a vehicle can stop there only to load or unload freight, and only for up to twenty consecutive minutes. A white curb is reserved for passenger loading and capped at five consecutive minutes. Both limits apply anywhere the city manager has designated and marked the curb under Folsom Municipal Code Section 10.20.110.

Unpaid citations add a ten-dollar late fee after twenty-five calendar days and another fifteen dollars if the delinquency notice also goes unanswered (FMC 10.20.550).

Abandoned Vehicles

Folsom participates in the Sacramento County Abandoned Vehicle Abatement program. Vehicles abandoned on public or private property can be reported to Folsom Police and removed after notice. State law requires 72 hours of warning under CVC §22669.
