Summary
The City of Bellflower requires a Building Official permit before constructing, enlarging, altering, moving, demolishing or changing the occupancy of a building or structure, or before installing electrical, gas, mechanical or plumbing systems regulated by the codes.
Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by the codes, or to cause any such work to be done, must obtain a valid permit from the Building Official. Work performed without a permit is a misdemeanor. In addition, any such work constitutes a public nuisance and may be abated in accordance with the BMC. 105.1.1 Time-based permit. In lieu of an individual permit for each alteration to an already approved electrical, gas, mechanical or plumbing installation, the Building Official is authorized to issue a permit, valid for a specific time period not exceeding one year, upon application therefore to any person, firm or corporation regularly employing one or more qualified trade persons in the building, structure or on the premises owned or operated by the applicant for the permit. 105.1.2 Permit Records. The Building Official may detail the scope, parameters and conditions of this permit. The permit may be revoked when it is determined by the Building Official that the outlined scope, parameters, conditions or intent of the codes is not upheld by the permittee. The Building Official has access to such records at all times and such records must be filed with the Building Official as designated.
Full Breakdown
BMC Section 15.04.040 amends the adopted Building Code to add Section 105.1, which requires any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to install, alter, remove, convert or replace an electrical, gas, mechanical or plumbing system regulated by the codes, to first obtain a valid permit from the Building Official. Section 105.2 carves out a limited list of exempt minor work, such as small accessory sheds, low fences and light standards, but everything outside that list needs a permit.

Work performed without a required permit is a misdemeanor under BMC Section 15.04.040 (105.1) and constitutes a public nuisance the City may abate.
