Summary

Weld County requires a building permit for most new construction, additions and structure moves in the unincorporated county under the adopted 2024 International Building Code. Section 29-2-20 layers on local rules: a pre-move inspection before any structure is relocated, and a Planning Services zoning sign-off before the Building Department will issue the permit.

City-specific rules exist: Greeley has its own building permits rules that differ from Weld County's county-level regulations. If you live in Greeley, check the city-specific page instead.

E.Amend Section 105.1: Required, to add the following after the first paragraph: "Before any structure is moved into or within Weld County, a pre-move permit shall be obtained from the Building Official, and a pre-move inspection shall be conducted before a building permit is issued to determine if any unsafe or substandard conditions exist." ... I.Insert Section 107.3.1.1 to read as follows: "107.3.1.1: Zoning Compliance. Full Breakdown

Weld County adopted the 2024 International Building Code by Ordinance 2026-05 as Section 29-2-20, and with it the IBC's baseline rule that a permit is required before construction, alteration, or moving of any building or structure in the unincorporated county. The County added its own layer on top of the model code. Amendment E rewrites Section 105.1, Required, to add: "Before any structure is moved into or within Weld County, a pre-move permit shall be obtained from the Building Official, and a pre-move inspection shall be conducted before a building permit is issued to determine if any unsafe or substandard conditions exist."

Before the Building Department will release a permit at all, the application has to clear zoning first. Amendment I inserts Section 107.3.1.1, Zoning Compliance: "Prior to the release of a building permit or any other type of permit, the Department of Planning Services will review the application for the permit and all pertinent submittals to check compliance with Chapters 23 and 24 of this Code," and only after Planning Services signs off does the file go to the Building Official for issuance.

The Code also builds in a re-permit rule at Section 105.5.1: if work under an original permit isn't finished and inspected before the permit expires, all work must stop until a new application, fresh plan-review and reinspection fees, and a re-permit are obtained, capped at one re-permit per scope of work.

Violations & Fines

Working without the required permit, or continuing after a permit lapses under Section 105.5.1, means all work must cease until a new application and fees are filed and a re-permit issued; the Code specifically calls out reinspections "scheduled in an attempt to extend a permit expiration date without work being substantially completed" as a chargeable violation. Disputed Building Official decisions go to the Board of Building Code Appeals, which under Section 29-2-20(O) is made up of the Board of County Commissioners.

Frequently Asked Questions

Do I need a permit to build in unincorporated Weld County?
Generally yes, the County's adopted 2024 International Building Code (Section 29-2-20) requires a permit for construction, alteration and moving of buildings and structures, with a short exempt-work list covering things like small tool sheds and ordinary fences. Most new construction, additions and remodels need one.
What if I'm moving a structure onto my property?
Weld County added its own rule for that: Section 105.1, as amended by Section 29-2-20(E), requires a pre-move permit from the Building Official and a pre-move inspection to check for unsafe or substandard conditions before a building permit is issued for the relocated structure.
Does zoning get checked before the permit is issued?
Yes. Section 107.3.1.1 requires the Department of Planning Services to review every permit application for compliance with Chapters 23 and 24 before the Building Official is even given the file to issue it.
