Section 7-62(a) requires a written permit from the inspection department before anyone commences or proceeds with construction, reconstruction, alteration, repair, removal, or demolition of any building or structure, or any part of one. For removal or demolition specifically, the property owner or contractor may be required to post a performance bond and/or liability insurance, sized under approved city policy and state and local regulations, to guarantee the work matches the demolition plan and to protect surrounding property during the process. Because demolition affects public health, the applicant must also get approval from the environmental health section of the Cumberland County Health Department, and proof of that approval has to be furnished before a demolition permit is issued.

Section 7-63 adds that every permit application must be in writing, filed by the owner or an authorized agent, and must show the owner's name and address, the agent's name and address if any, the contractor's name and address with proof of required licensing and bonds, and proof that inspection and processing fees are paid. § 87-1. § 160D-1110.
