Flagler County, FL Building Safety: Building Permits (2026)

Sec. 73, for use throughout unincorporated Flagler County, and provides that any older reference in a county ordinance or resolution to the 'Standard Building Code' or Ordinance 87-1 now means the current Florida Building Code as the county has amended it. Sec. 8-17, the list of activities that can trigger contractor board discipline, makes it a violation to commence or perform work for which a county building permit is required without first obtaining that permit, other than emergency work registered and inspected afterward, and separately bars exceeding the scope of an issued permit without first getting the building department's approval and paying any added fees.

Permit and inspection fees themselves are not fixed dollar amounts in the Code; Sec. 8-33 sets them by the most recently adopted fee resolution of the board of county commissioners, with final valuation fees set by the building official, and Sec. 8-34 sets reinspection fees the same way. Sec. 8-32 layers four local wind-speed amendments onto the adopted Florida Building Code, and other property maintenance provisions in Article III require repairs, additions, alterations or occupancy changes to follow the Florida Building Code family of codes plus NFPA 70.

Because the county's own text defers to the state-adopted code for most technical permit triggers, an applicant confirms exact permit thresholds against the current Florida Building Code, as locally amended, rather than a standalone Flagler County list.
