020(D). 2 keeps most of the IBC's baseline exemptions, deletes the oil-derrick exemption, and narrows the sidewalk-and-driveway exemption to structures no more than 30 inches above grade that are not over a basement. It adds a Loveland-specific roofing threshold: a partial roof replacement or repair of no more than one square, 100 square feet, can be done like-for-like without any permit; work beyond that square but at or under 49 percent of the total roof needs a roof permit for like-for-like replacement; and any job exceeding 49 percent of the roof, a "full tear off," needs a permit and is not restricted to like-for-like materials, with asphalt shingles required to meet Class 4 impact-resistant UL 2218 test 2 standards.

The same amendment exempts structures or work on property owned by the United States, the State of Colorado, or Larimer County. 190 governs it: it must be procured within 90 days of the Building Official's office processing the application, becomes invalid if work does not start within 180 days of issuance or is stopped for 180 days, and the Building Official can grant extensions of up to 180 days at a time for justified cause. No permit issues while the applicant owes the city fees on any prior permit.
