Summary

Manteca requires a permit for covered construction under its adopted 2025 California Building Code; starting work without one triggers a mandatory investigation and a second, matching investigation fee.

Whenever any work for which a permit is required by this code has been commenced without first obtaining said permit, a special investigation shall be made before a permit may be issued for such work. An investigation fee, in addition to the permit fee, shall be collected whether or not a permit is subsequently issued. The investigation fee shall be equal to the amount of the permit fee that would be required by this code if a permit were to be issued.

Full Breakdown

Manteca Municipal Code § 15.04.010 adopts the 2025 California Building Code (Title 24, Part 2) as the city's building code, covering permits for building, plumbing, mechanical, electrical and related work city-wide. Under § 15.04.060, if work requiring a permit starts before one is obtained, the building official must order a special investigation before any permit can issue, and the applicant must pay an investigation fee equal to the standard permit fee, on top of the permit fee itself, regardless of whether a permit is later granted. Permit applications sitting unapproved expire after 180 days under § 15.04.035.

Violations & Fines

Working without a required permit brings a mandatory investigation plus a duplicate investigation fee equal to the permit fee, even if a permit is later issued.
