Pomona, CA Building Safety: Building Permits (2026)

Sec. 74-31 adopts, for 'erecting, construction, enlargement, alteration, repair, improving, removal, conversion, demolition, occupancy, equipment use, height, and area of buildings and structures,' the California Building Code, 2025 Edition (based on the 2024 International Building Code, including Part 8 and Appendix A, and Part 10 and Appendix A1), the California Administrative Code, 2025 Edition, the California Residential Code, 2025 Edition (with Appendix CI Swimming Pool Safety Act), the California Green Building Standards Code, 2025 Edition, the International Property Maintenance Code, 2024 Edition, and the Uniform Code for the Abatement of Dangerous Buildings, 1997 Edition, among other model codes, together constituting the city's Building Regulations.

Where state regulations differ from these adopted codes, state regulations control. Sec. 74-1(a) sends the actual administrative mechanics, when a permit must be pulled, what triggers plan review, and inspection sequencing, to Chapter 1 of the California Building Code and the California Administrative Code, 2025 Edition, which the city adopted rather than writing its own separate permit-trigger ordinance. Every adopted model code and its appendices is kept as an official city record in the office of the city clerk and a copy is on file with the building official for public inspection, as Health and Safety Code Section 18942(d)(1) requires.

Permit fees and fees for services under these construction codes are not set in Sec. 74-31 itself; they follow whatever schedule the city council adopts by resolution under Government Code Sections 66016 and 66020, referenced back to Section 2-924 of the fee schedule under Sec. 74-2. The section was most recently reenacted by Ordinance No. 4364 on December 15, 2025, updating the adopted code editions to their 2025 versions.
