Sec. 4-1-1 adopts the state building code as applicable within the city and provides that it, together with this chapter, may be cited as "the building code," with the municipal building official certified under Minn. 133 administering it. Permit fees under Sec. 00 per additional $1,000 above $1,000,000. Plan review fees under subsection (b) are billed separately at 35 percent of the permit fee for International Residential Code structures and 65 percent for all other structures. 00 if issued within ten business days, free if the city misses that window.

Sec. 4-1-2 lets the city assess a re-inspection fee when scheduled work is not ready or required corrections were not made, judged against listed criteria such as missing truss specs or repeated partial inspections. Sec. 4-1-3(a) further ties new-building permits to sidewalk construction, generally requiring sidewalks be installed within eight months of the building permit unless the building official waives that requirement for topographic or land-use reasons.
