Under TCC 21.81.020, no building or other structure in unincorporated Thurston County may be erected, moved, added to, or structurally altered without a permit from the Community Planning and Economic Development department. The department can only issue that building permit if the use conforms to the applicable zoning district, has been approved as a similar/related use, was approved by the hearing examiner as a special use under Chapter 21.66, or received a variance. Chapter 14.48 TCC separately governs the building-permit application process itself.
