Summary
Thurston County requires an electrical permit before altering, adding to, or replacing electrical systems regulated under Chapter 14.19, the county's amended Existing Building Code. Only narrow work is exempt: swapping a lamp, plugging into an already-approved outlet, temporary equipment testing, and most radio/TV transmission gear. Everything else needs sign-off from the Community Planning and Economic Development Department before work starts.
[A] 105.1 Required. Any owner or authorized agent who intends to repair, add to, alter, relocate, demolish, change the tenancy of, or change the occupancy classification of a building or to repair, install, add, alter, remove, convert or replace any gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the code official and obtain the required permit(s) and/or approval(s). ... Permits shall not be required for the following: ... Electrical: Repairs and maintenance: Minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles. Radio and television transmitting stations: The provisions of this code shall not apply to electrical equipment used for radio and television transmissions, but do apply to equipment and wiring for power supply, the installations of towers, and antennas. Temporary testing systems: A permit shall not be required for the installation of any temporary system required for the testing or servicing of electrical equipment or apparatus.

Full Breakdown
1 to require that any owner or agent who intends to repair, add to, alter, relocate, demolish, or otherwise change a system "the installation of which is regulated by this code" first apply to the code official and obtain the required permit before work begins. 2: minor repair and maintenance work such as replacing lamps or plugging approved portable equipment into permanently installed receptacles; radio and television transmitting station equipment itself, though the towers, antennas, and power-supply wiring feeding those stations still need a permit; and temporary systems installed solely to test or service electrical equipment.
Everything outside those three carve-outs, new circuits, service upgrades, panel work, wiring for additions or remodels, requires a permit application to the code official before work is performed. 17 TCC. 060 (amending [A] 113), lets the county's designated enforcement officer issue a notice of violation ordering the work stopped and the violation abated.
Violations & Fines
Skipping the required permit for regulated electrical work is enforced as a code violation, not a criminal charge. Section 14.19.060 lets the county's enforcement officer serve a notice of violation ordering illegal work stopped and the condition abated, and classifies doing permit-required work covered by [A] 105.1 without a permit as a class 1 civil infraction under RCW Chapter 7.80 and Title 26 TCC. Forgoing a required inspection under [A] 109.1 is a separate, lesser class 2 civil infraction.
