Vienna, VA Building Safety: Building Permits (2026)

The Town of Vienna Department of Planning and Zoning, together with the Building Official, administers construction permitting under Title 36 of the Code of Virginia and the Virginia USBC (13 VAC 5-63). Applicants submit plans, a plat showing proposed improvements, and contractor license information (Class A, B, or C as issued by DPOR). For residential additions and new homes, zoning review occurs first to verify compliance with the R-1, R-8, or applicable zoning district setbacks, lot coverage, and floor area ratio limits. The Building Official then reviews for structural, energy (VECC), and life-safety code compliance. Inspections are required at footing, foundation, framing, rough-in mechanical/electrical/plumbing, insulation, and final stages. Homeowners acting as their own contractor must sign an owner-builder affidavit. Vienna does not permit work to commence before issuance, and unpermitted work discovered during code enforcement or at resale triggers retroactive permitting, exposure of concealed work, and potentially civil penalties under VA Code §36-106.
