Under City Code § 8-1, the requirement reaches anyone who erects, enlarges, or alters a structure, or installs or alters equipment regulated by an applicable code, without first securing a building permit (or the companion plumbing, electrical, and mechanical permits) from the city, and it also covers removing or destroying a cease-and-desist or stop-work order without authority. The property owner is liable for any fines regardless of who did the work. Contractors face their own escalating schedule: a first offense costs $250 per missing permit or disturbed stop-work order plus a $750 processing fee on top of the permit cost that should have been paid originally; a second offense within 12 months rises to $500 per permit plus a $1,500 processing fee; a third offense within 12 months again carries $500 per permit but a $2,250 processing fee.

After a third offense in 12 months, the city may refuse that contractor any permit for six months, and unpaid fines block new permits for the property until settled. The building official must report violations to the state contractors' registration and licensing board within five days. 50 for every $1,000 over $500,001. Projects over $100,000 must pay one-third of the estimated fee at application, with the balance due at issuance. Special charges include $25 for residential re-inspections, $50 for commercial re-inspections, $75 for demolition permits, and late-application penalties of $250 or $500 under § 8-1. Anyone cited can appeal a violation finding or fine to the municipal court within 15 days of the citation.
