Summary
Howard County requires a permit for virtually all electrical work under Section 3.217 of the County Code. The only carve-out is for homeowners making minor repairs, like swapping a lamp, fuse, or outlet fixture, in their own residence; everything else, from rewiring to new circuits, has to go through the county's electrical permit process first.
(a)(1)Except as provided in paragraph (2) of this subsection and subsection (c) and subsection (d) of this section, a person shall not perform electrical work without a permit obtained under this subtitle.(2)A permit is not required for a homeowner to repair or replace a portable appliance, lighting fixture, fuse, lamp, socket or to make other minor repairs at an existing outlet in the homeowner's residence.

Full Breakdown
' The homeowner exception in paragraph (a)(2) covers repairing or replacing a portable appliance, lighting fixture, fuse, lamp, or socket, or other minor repairs at an existing outlet in the homeowner's own residence; anything beyond that scale of repair needs a permit. The section also builds in flexibility for larger jobs: if an electrical application is filed alongside a building permit issued with a contingency construction start, electrical rough-in work can begin before the electrical permit itself is issued, though it stays subject to inspection once the permit comes through and to all CCS rules.
Instead of pulling a permit for every job, a master electrician holding a limited registration can obtain an annual electrical permit, and someone doing telephone communication wiring can get a blanket permit covering that whole category of work, provided they file a monthly list of every job address and the property owner's name with the Building Official. A permit application is only good for six months before it is considered abandoned unless the applicant has diligently pursued it or a permit has already issued, and the Building Official can grant one or more 180-day extensions on written request. Applicants must keep a copy of the electrical permit on site until the work is complete.
Violations & Fines
An order denying, revoking, or suspending an electrical permit must state the reason and be served by certified mail or personal service, or posted at the job site if those methods fail. A person aggrieved by that decision has 30 days to appeal to the Howard County Board of Appeals Hearing Examiner, though filing an appeal does not pause the Building Official's order.
