Pismo Beach, CA Building Safety: Electrical Permits (2026)

The City Council adopts the electrical code by reference in § 15.04.010, which lists the 2025 edition of the California Electrical Code (Part 3 of Title 24 of the California Code of Regulations) among eleven adopted documents. The same section also picks up chapters and sections of the 2023 National Electrical Code that agencies of the state of California did not adopt, and it makes the whole set the Building Construction Regulations of the City of Pismo Beach, except as modified in Chapter 15.08. Section 15.04.030 adds that NFPA 70 and the National Electrical Code each mean the California Electrical Code wherever another adopted code refers to them.

Section 15.08.060 is the city amendment list. Subsection A provides that Annexes are informative only and not adopted. Subsection B sends administration of the electrical code to Division II of Chapter 1 of the California Building Code, so permits and inspections run through the same building code administration as other trades. Subsection C rewrites Article 230.70(A)(1) on the service disconnecting means. It must be installed at a readily accessible location either outside the building or other structure, or inside nearest the point of entrance of the service conductors. It must be accessible to emergency personnel, either directly or by a remote actuating device, without requiring transit of the building interior. Dedicated electrical equipment rooms located at the building perimeter and providing direct access to the outside satisfy that accessibility requirement.

Section 15.04.020 designates the Building Official as the building official and code official for the City of Pismo Beach and reads the term authority having jurisdiction in the adopted codes to mean the building official. Rooftop solar systems and electric vehicle charging stations are tied to electrical code compliance in §§ 15.12.010 and 15.12.020.
