Summary

Sonoma County requires an electrical permit for wiring work outside seven narrow exemptions, and Sec. 7-13 adopts the 2025 California Electrical Code (CCR Title 24, Part 3) as the standard that work is built to. Exempt jobs include lamp replacement, receptacle swaps, and same-capacity, same-location branch circuit breaker replacement.

City-specific rules exist: Santa Rosa has its own electrical permits rules that differ from Sonoma County's county-level regulations. If you live in Santa Rosa, check the city-specific page instead.

Full Breakdown

Section 7-13(a)(4) of the Sonoma County Code adopts CCR Title 24, Part 3, the 2025 California Electrical Code, by reference. The same subsection adopts the 2025 Building, Residential, Mechanical, Plumbing, Energy, Existing Building and Green Building codes, and the county keeps each of them except where later subsections change the text. Ordinance No. 6539, adopted December 9, 2025, is the latest amendment to the section.

The exemption list is in section 7-13(c)(2), which rewrites CBC Section 105.2. It opens with a rule that matters more than any single item: an exemption does not authorize work that violates the code or any other law, and exempt work must still meet every other county requirement. Seven electrical jobs need no permit: minor repair work, including replacing lamps or plugging approved portable equipment into approved permanent receptacles; radio and television transmission equipment (but not its power supply wiring, towers or antennas); temporary systems for testing or servicing electrical equipment; listed cord and plug connected temporary decorative lighting; reinstalling or replacing attachment plug receptacles, but not the outlets; repairing or replacing branch circuit overcurrent devices of the required capacity in the same location; and installing or maintaining communications wiring and equipment.

Section 7-13(b) amends the administrative rules that apply to electrical permits. Fees follow the schedule set by the Sonoma County Board of Supervisors. Incomplete or changed plans draw an additional plan review fee, a peer or third party review can earn a 25% plan review reduction, and the chief building official can waive the plan check fee for the second and later identical buildings for one year after the original payment. A permit becomes invalid if work does not start within 12 months of issuance or stops for 12 months, and the official can grant written extensions of up to 180 days each on a showing of justifiable cause. Work on an expired permit needs a new or renewed permit covering everything left to finish, including completed work that was never inspected.

Violations & Fines

Violating Chapter 7 is a misdemeanor under Sec. 7-21: a fine of up to $1,000, up to six months in county jail, or both, with every day counting as a separate offense. Permit and Resource Management Department staff can issue citations, and each violation is declared a public nuisance. Anyone who works against approved documents or a permit also owes a review fee equal to the permit fee, and power cannot be reconnected to equipment the chief building official ordered disconnected until the official authorizes it.

Frequently Asked Questions

Do I need a permit to replace a receptacle in Sonoma County?
Replacing a plug-in receptacle is exempt under item 5, which covers reinstallation or replacement of attachment plug receptacles but not the outlets. Adding a new outlet or moving one is not covered, so that work needs a permit. Exempt work must still meet the electrical code and every other county requirement, including the rule that an exemption never authorizes a violation.
How long does a Sonoma County electrical permit last?
A Sonoma County electrical permit becomes invalid if work has not started within 12 months of issuance, or if work is suspended or abandoned for 12 months after it starts. The chief building official can grant written extensions of up to 180 days each when the permittee asks in writing and shows justifiable cause. Starting over on an expired permit requires a new or renewed permit.
How do I appeal a building official decision on electrical work?
An appeal of a chief building official decision must be filed within 30 days of the decision. The local appeals board decides it in writing, and its decision is final. The board has no authority over fees or permit processing and cannot waive code requirements. Appeals of a notice of violation or notice and order to abate go to a hearing officer under Section 1-7.3 of the Sonoma County Code.
Can I get a refund if I cancel an electrical permit?
Under Sec. 7-9, 100% of a fee paid in error can be refunded, and 90% of an electrical permit fee can be refunded if the permit is withdrawn, cancelled or expires before any work is done and before any inspection. No part of the fee comes back once work or inspections have happened. The refund application must be made within one year of the fee payment.
