Full Breakdown

Section 7-13 of the Sonoma County Code adopts the 2025 California Residential Code and then rewrites its sprinkler rules in subsection (D). CRC § R309.1 is amended so an automatic residential fire sprinkler system must be installed in townhouses and in multi-family manufactured homes with two or more dwelling units, in accordance with Title 25 of the California Code of Regulations. CRC § R309.2 is amended with the state exception deleted: Group R-3 occupancies must be sprinklered throughout regardless of square footage, a rule that covers mobile homes, manufactured homes and multi-family manufactured homes with two or more dwelling units.

The county then adds its own exceptions. A detached accessory dwelling unit is exempt only if it meets the definition in Government Code § 65852.2, the existing primary residence has no sprinklers, the unit is no larger than 1,200 square feet, it sits on the same lot as the primary residence, it is not attached to a garage and has no habitable space above a carport, and it meets California Fire Code §§ 503.1.1 and 507.5.1 or the Sonoma County Fire Safe Standards for access and setbacks.

Detached accessory structures to Group R-3 that are not dwelling units are exempt up to 3,000 square feet of gross floor area, and so are detached Group U occupancies of 3,000 square feet or less, unless the fire code official approves otherwise. Existing buildings are reached through new CRC § R309.1.2, which requires sprinklers throughout a townhouse that undergoes a substantial improvement when Table 903.6 so requires. Table 903.6, added by § 7-13(B)(30), allows a gross floor area increase of 200% for buildings of 0 to 1,000 square feet, 100% for 1,001 to 4,000 square feet and 50% above 4,000 square feet.

Its footnotes cap any increase at 2,000 square feet, cap cumulative floor area at 6,000 square feet on the largest tier, and require sprinklers when additions to Limited Density Owner-Built Rural Dwellings exceed 640 square feet.

Violations & Fines

Chapter 7 treats a violation of any regulatory provision as a misdemeanor under § 7-21, punishable by a fine of not more than $1,000, up to six months in the county jail, or both. Each day a violation continues is a separate offense, and the director of the permit and resource management department can issue citations. Building code violations also draw a review fee equal to the permit fee. Appeals of a notice of violation go to a hearing officer under § 1-7.3.

Frequently Asked Questions

Does a small new house in Sonoma County still need fire sprinklers?
Yes. The county's version of CRC § R309.2 requires an automatic sprinkler system throughout Group R-3 occupancies permitted under the code regardless of square footage. No size threshold exempts a new dwelling, so a 900 square foot cottage is treated the same as a 4,000 square foot house. Only the listed exceptions, such as the qualifying accessory dwelling unit, remove the requirement.
When can an accessory dwelling unit skip sprinklers?
Only when all six conditions are met: the unit fits Government Code § 65852.2, the existing primary residence has no sprinklers, the unit is no larger than 1,200 square feet, it is on the same lot as the primary residence, it is not attached to a garage and has no habitable space above a carport, and it meets the access and setback standards in California Fire Code §§ 503.1.1 and 507.5.1 or the Sonoma County Fire Safe Standards. Failing any one condition triggers the sprinkler requirement.
Do additions and remodels to an existing home trigger sprinklers?
They can. CBC § 903.6, as added by the county, requires sprinklers in existing buildings that undergo a substantial improvement in accordance with Table 903.6. The table's footnotes treat a remodel greater than 75% of the original gross floor area as an improvement, and an addition of more than 640 square feet to a Limited Density Owner-Built Rural Dwelling requires sprinklers. Alterations made solely for ADA barrier removal are exempt.
Are detached garages and sheds covered?
Detached accessory structures to Group R-3 that are not dwelling units are exempt up to 3,000 square feet of gross floor area, and detached Group U occupancies of 3,000 square feet or less are exempt on the same terms. In both cases the exemption applies unless the fire code official approves otherwise, so a structure over 3,000 square feet falls under the sprinkler mandate.
