Section 6-101 states plainly that no person may commence any electrical installation, alteration or repair until the electrical inspector issues a permit, based on a written application describing the work's location and its approximate labor-and-materials cost. Section 6-103 requires that application to go to the electrical department on the department's own forms before work begins. Section 6-102 carves out only minor maintenance repairs that involve no new work, alteration or circuit extension; installing new circuits, extending existing ones, or adding apparatus still needs a permit even if the underlying system is otherwise being maintained.

Section 6-104 sets the fee schedule the city clerk collects before a permit issues: commercial work is charged 1 percent of the contract price up to $10,000, then half a percent above that; new single-family and multi-family dwellings are charged $50 per living unit; and a list of flat fees covers common jobs, including $50 for a panel change, meter base, mast repair or rewiring, $70 for a mobile home hook-up, and $30 for additional receptacles. Low-voltage work is billed the same 1-percent/half-percent structure as commercial work. Section 6-131 separately adopts the 2014 National Electrical Code as the technical standard the electrical inspector enforces against every permitted installation.
