Carrollton, TX Building Safety: Elevator Maintenance (2026)

Carrollton Code of Ordinances Section 98.06(E), part of the Commercial Property Maintenance Code's mechanical and electrical requirements in Chapter 98, requires elevators, dumbwaiters, and escalators to be maintained in compliance with ASME A17.1, the national safety code for elevators and escalators. The most current certification of inspection must be on display at all times within the elevator, attached to the escalator or dumbwaiter, or available for public inspection in the building operator's office. Inspections and tests must be performed at not less than the periodic intervals listed in ASME A17.1, Appendix N, unless the authority having jurisdiction specifies otherwise.

Section 98.06(E)(2) adds an operational-availability rule for buildings equipped with passenger elevators: at least one elevator must be maintained in operation at all times the building is occupied, with a narrow exception letting a single-elevator building take that elevator temporarily out of service for testing or servicing. This mechanical-systems mandate sits inside the same chapter's broader owner-responsibility scheme: Section 98.05 covers plumbing and drainage, Section 98.07 covers fire safety and means of egress, and Section 98.08 makes the property owner liable for Chapter 98 violations even when a manager or occupant is actually responsible for the premises, unless the ordinance says otherwise.

An owner or occupant affected by a DCO decision, notice, or order under Chapter 98 can appeal to the Property Standards Board within 30 days under Section 98.09(A), and the Board can adopt, modify, or reverse the DCO's decision by majority vote under Section 98.09(D).
