040(A) designates the 2024 IPC, as published by the International Code Council, as Carrollton's plumbing code, and subsection (C) makes clear that where the adopted IPC conflicts with the rest of Ordinance 4265, the city's own language controls rather than the model code's. The current edition traces back through a long amendment chain: Ordinance 1225 in 1985, repeated amendments through 2013's Ordinance 3585, the 2018 update under Ordinance 3886, the 2022 shift under Ordinance 4044, and the most recent 2024-edition adoption by Ordinance 4265 on July 8, 2025.

001 requires the applicant to be registered with the city: not delinquent on any fee or debt owed to Carrollton, and on file with the Building Inspection Department via a written application on the department's own form. A rejected or lapsed license is grounds to deny the registration outright. Subsection (D) specifically lists plumbing among the permits that require this registered-contractor step, alongside building, electrical, irrigation, mechanical and fire sprinkler work; the single exception is a homeowner performing the work on their own homestead, who may pull the permit directly without registering as a contractor.
