Sec. 4, together with the North Central Texas Council of Governments' recommended amendments, as the city's Plumbing Code, with a filed copy at the city secretary's office. Sec. 7-85 requires every plumber to hold a license under the Texas State Board of Plumbing Examiners License Law, and Sec. 7-87 creates a chief plumbing/mechanical inspector position that itself must be held by someone licensed as a Texas State Plumbing Inspector. Sec. 7-91(a) bars issuing a permit to anyone without a valid, unexpired, unrevoked master plumber's license, apart from the exemptions in subsection (b), which lets a licensed landscaper or landscape irrigator pull a permit for installing or repairing a lawn sprinkler or irrigation system.

Sec. 7-86 separately exempts homeowners doing their own plumbing in a home they own and occupy as their homestead, provided they file approved plans, satisfy the inspector as to their competence, get a permit, pay the fees, and request inspection. Sec. 7-88 requires every plumbing business to register with the chief plumbing/mechanical inspector and to paint its business name and master plumber's license number on both sides of every work vehicle in letters at least two and a half inches high. Sec. 7-92 sets a sixty-dollar minimum plumbing permit fee, a one-hundred-dollar fee for a lawn sprinkler system on a single meter including backflow protection, a fifty-dollar fee for a disapproved re-inspection, and a seventy-five-dollar annual landscape irrigation contractor registration fee.
