80 adopts the International Plumbing Code, 2015 edition, by reference as Garland's Plumbing Code, with a copy kept on file in the City Secretary's office; unless a section is deleted, amended, or expanded elsewhere in Chapter 30, the 2015 IPC text controls, and the adoption specifically includes IPC appendices B, D and E. 81 authorizes the city to amend, modify or delete specific IPC sections, with those local changes attached to the chapter. 78(1) requires that a backflow-prevention assembly installer 'obtain the required plumbing permits prior to installation and shall have the assembly inspected by the City,' tying the general plumbing permit duty to a specific, common piece of plumbing work.

61(E) backs that up from the enforcement side: if a City inspector finds that additions or rearrangements have been made to a premises' plumbing system 'without the proper permits as required by the Plumbing Code,' the City can require premises containment, a backflow-prevention device at the water service connection itself, rather than relying on internal isolation. That is a real consequence for skipping a plumbing permit: it can force a property to add equipment at the meter that would not otherwise be required.
