Irving, TX Building Safety: Plumbing Permits (2026)

Section 8B-7 adopts the 2024 edition of the International Plumbing Code as Irving's plumbing code, and Section 8B-8 gives Irving's own local amendments, additions, and deletions to that edition, with the local text controlling whenever it conflicts with the published IPC. Both sections were re-adopted by Ordinance 2026-11253 on March 26, 2026, replacing the prior version of Chapter 8B. Under Section 8B-27(c), any plumbing contractor must register with the city, through a written application to the building official or the city's online portal, before that contractor can secure a plumbing permit; the registration expires one year after issuance and must be renewed with the building official's approval.

Homeowners with a homestead exemption may pull permits and perform plumbing work themselves at the residence where they live without registering as a contractor. Section 8B-27(a) directs that fees for plumbing permits are set by city council resolution under the inspections department's fee schedule, and Section 8B-27(e) requires a combination permit, covering plumbing along with building, electrical, and mechanical trades, whenever a project needs inspection by more than one trade inspector; subcontractors working under that combination permit do not need a separate plumbing permit but must still notify the inspections department and submit required information before each inspection.

Disputes over an inspector's interpretation of the plumbing code can be appealed to the construction board of appeals created under Section 8B-29, which includes a master plumber or plumbing contractor among its seven members.
