Franklin County elevators are inspected and licensed by the Ohio Department of Commerce Division of Industrial Compliance under ORC 4105 and OAC 4101:5. Annual state inspection required; certificate of operation must be posted in each car. Columbus and Franklin County do not perform local elevator inspections. Private residential elevators (single-family) exempt from state inspection but must still meet ASME A17.1 code at installation.
Annual inspection fee approximately 85 dollars per elevator. Inspection covers cables, governors, safeties, door operation, emergency communication, and machine room access. Elevators in buildings open to public must have two-way emergency communication per ADA. Hydraulic fluid leaks and door restrictor failures are common violations. Elevator contractors must be licensed under ORC 4733. Installation of new elevators requires state permit separate from building permit.
Operating without current certificate: 500 dollars per day, division may order shutdown. Failure to correct deficiencies after inspection: up to 5,000 dollars per violation under ORC 4105.17. Unlicensed elevator work: criminal charges under ORC 4733.
