All elevators, escalators, and other conveyances in California are regulated by the Department of Industrial Relations Cal/OSHA Elevator Unit under Labor Code Section 7300 et seq. and Title 8 CCR. A Conveyance Permit to Operate is required and must be renewed annually after inspection. Inspections are performed by state-certified inspectors. Operating certificates must be posted in each elevator. Routine maintenance must be performed by licensed mechanics. Accidents and entrapments must be reported to Cal/OSHA. Sacramento County Building Division handles initial building-permit and installation reviews, but operating permits are state-administered.
