Glenn County, CA Building Safety: Green Building Code (2026)

Glenn County Code Section 15.72.135, titled California Green Building Standards Code Adopted, incorporates "the 2025 California Code of Regulations Title 24, Part 11 also known as the California Green Building Standards Code" by reference and declares it "the green building standards code for the county," applicable only "to the unincorporated areas of the County." The chapter first adopted CALGreen by Ordinance 1247 in 2013, was updated by Ordinance 1260 in 2017 and Ordinance 1285 in 2019, and was most recently amended by Ordinance 1315 on August 30, 2022, which moved the referenced edition to the current 2025 code cycle alongside every other Title 24 part the county incorporates (building, energy, mechanical, plumbing, fire, electrical and residential codes are each adopted in the same chapter, Sections 15.72.010 through 15.72.137).

Builders submit CALGreen compliance documentation as part of the same plan review the county Building Department runs for a project's building permit; Section 15.72.140 defines that office as "the building inspection division of the county" and its head as "the building official of the county." If any incorporated CALGreen provision conflicts with an express requirement elsewhere in Title 15, Section 15.72.160 resolves the conflict in favor of the county's own title: "then the latter shall prevail and be given effect to the exclusion of the former." A builder who cannot meet a specific CALGreen standard may seek relief the same way as under the Building Code, by written application to the Board of Supervisors under Section 15.72.150, though cost of compliance alone will not justify a modification.
