Oakland enforces the California Green Building Standards Code (CALGreen) for new construction and major remodels and layers a local all-electric reach code requiring electric heat, water heating, and cooking in most new buildings as part of the Oakland Equitable Climate Action Plan.
CALGreen, adopted through OMC Title 15, sets minimum energy efficiency, water conservation, and indoor air quality standards for new construction and significant remodels statewide. Oakland adds a reach code prohibiting natural-gas infrastructure in most new construction, mandating all-electric space and water heating, cooking, and clothes drying, in line with the 2020 Equitable Climate Action Plan target of net-zero by 2050. Limited exceptions apply for restaurants, industrial uses, and infeasibility findings. Solar-ready and EV-ready provisions follow CALGreen Tier 1 and Tier 2, with Oakland often selecting more ambitious tiers in code amendments.
Failing to meet CALGreen baselines or installing natural-gas infrastructure without an approved exception leads to permit denial, redesign requirements, daily fines, and refusal of final inspection sign-off until corrected.
