Summary

San Leandro applies the 2025 California Green Building Standards Code, Title 24 Part 11, to new construction citywide under SLMC § 7-5-600, and where the city's own building rules conflict with that state code, the local text controls.

Except as otherwise specifically set forth herein, the "2025 California Green Building Standards Code," California Code of Regulations, Title 24, Part 11, as published by the International Code Council, is hereby adopted as the "Green Building Code" of the City of San Leandro. In the event an amendment to the 2025 California Green Building Standards Code results in differences between the building standards set forth in this Article and the Green Building Standards Code, the text of this Article shall govern.

Full Breakdown

Article 6 of Chapter 7-5, adopted by Ordinance No. 2025-016 on December 1, 2025, adopts the "2025 California Green Building Standards Code," California Code of Regulations Title 24 Part 11, as published by the International Code Council, as the City's own "Green Building Code" under § 7-5-600. 8, applying the Green Building Code to the planning, design, operation, construction, use, and occupancy of every newly constructed building or structure in the city, covering energy efficiency, water efficiency and conservation, material conservation and resource efficiency, and environmental quality.

8. Where an amendment to the state code creates a conflict with San Leandro's own Article 6 text, § 7-5-600 makes the local ordinance language govern rather than the newer state edition, so builders need to check the current municipal amendments, not just the state code cycle, before pulling permits. This private-development code sits alongside, and is separate from, Chapter 3-19, which sets a LEED Silver standard specifically for City-owned building projects over $3 million.

Violations & Fines

Green Building Code compliance is enforced through the Building Division as part of the standard permitting and inspection process for new construction, using the same administrative and abatement procedures set out for the rest of the Building Code under Articles 11 through 13 of Chapter 7-5. A project that fails to meet the adopted standards can be denied a certificate of occupancy or required to correct the deficiency before final inspection sign-off, and unpermitted work that bypasses green building review is subject to the Code's general misdemeanor and infraction penalties under § 1-12-200.
