San Leandro, CA Building Safety: Fire Sprinkler Requirements (2026)

Section 7-5-1000A of the Municipal Code (Chapter 7-5, Article 10A) adopts the "2025 California Residential Building Code," California Code of Regulations Title 24, Part 2.5, as the City of San Leandro's own Residential Building Code, and provides that where a local amendment conflicts with the state code, "the text of this Article shall govern." Section 110.3.9.1 of the Building Code (Chapter 7-5, Article 1) singles out this system for its own required inspection, separate from the general framing and final inspections: the Building Official must inspect specifically to confirm compliance with San Leandro Residential Code Section R313.3 or with NFPA 13D, the national installation standard for sprinklers in one- and two-family dwellings and manufactured homes. That inspection sits alongside the ten other required inspections in Section 110.3, and rough sprinkler plumbing is also checked during the framing inspection under Section 110.3.4, which the Code specifies covers "the rough electrical, plumbing including plumbing for residential fire sprinklers." A residence cannot get its certificate of occupancy under Section 111.2 until the Building Official finds no violations, which for a home built to require sprinklers includes this dedicated sprinkler final inspection.
