Summary
New buildings in the City of Sonoma must meet Tier 1 status under CALGreen's voluntary measures, minus the energy-efficiency elective, while additions and alterations only need base Section 301 compliance, per Sonoma Municipal Code § 14.10.045.
Amend Subsection 301.1 (subsection 301.1.1 remains unchanged) to require a Tier 1 level of compliance (except Tier 1 energy) to read as follows:301.1 Scope. Buildings shall be designed to include the green building measures specified as mandatory in Chapters 4 and 5 of this code, as applicable. Newly constructed buildings shall also be designed and constructed to include the prerequisite and applicable elective measures to achieve Tier 1 status as prescribed in Appendix A4 and A5 of this code, as applicable, except that the energy efficiency measures set forth in Appendix A4 Division A4.2 and Appendix A5 and Division A5.2 shall not be required. Additions and alterations shall meet the requirements of Section 301 but shall not be required to meet Tier 1 status as prescribed in Appendix A4 or A5 of this code, as otherwise applicable. The building official shall develop CALGreen application checklists to be included in the design and used for construction of structures covered by this code. All buildings subject to the requirements of this code shall meet all applicable requirements of the California Energy Code (California Code of Regulations, Title 24, Part 6).

Full Breakdown
1 of the 2025 California Green Building Standards Code (CALGreen) as adopted by the City of Sonoma. Every building must still include the green measures made mandatory in Chapters 4 and 5 of CALGreen, but the city goes further for new construction: newly constructed buildings must also include the prerequisite and applicable elective measures needed to reach Tier 1 status under CALGreen Appendix A4 (residential) or Appendix A5 (nonresidential), with one carve-out. 2 from the mandatory Tier 1 requirement, since those energy provisions are handled instead through the California Energy Code (California Code of Regulations, Title 24, Part 6), which every building covered by CALGreen must still meet in full.
Additions and alterations get a lighter path: they must meet the base Section 301 measures but are not required to reach Tier 1 status under Appendix A4 or A5. 1 is amended to confirm that the energy-efficiency division within Appendix A4 stays entirely voluntary even under the city's Tier 1 mandate. The building official must develop CALGreen application checklists for design and construction use under this section. Because CALGreen is a state-adopted code that the city has locally amended rather than replaced, a Sonoma project's baseline green-building floor still comes from the state code; the local amendment raises that floor to Tier 1 for new buildings specifically, with the stated energy exception.
Violations & Fines
Failing to meet the CALGreen Tier 1 measures required for new construction, or the base Section 301 measures required for additions and alterations, under SMC § 14.10.045 is enforced as a building-code violation through the same Chapter 14.10 SMC penalty structure: SMC § 1.12.010(A)(4) sets infraction fines of $100 for a first offense, $500 for a second, and $1,000 for a third violation of the same section within a year.
