No building may be lawfully occupied until the Code Official issues a certificate of completion under Sec. 1, which itself requires all final inspections to be satisfactory first.

Work covered or concealed before the required inspection must be uncovered again for inspection under Sec. 8-1-104.7.9's ban on hiding reinforcing steel or framework without Code Official approval. Sec. 8-1-104.7.6 blocks all further work past an inspection point until the Code Official gives written release, and starting work without the permit placard posted violates Sec. 8-1-104.7.4.
