Cayuga County, NY Building Safety: Building Inspections (2026)

Section 132-5 of the Code of Cayuga County requires that work remain accessible and exposed until inspected and accepted by the Code Enforcement Officer or an authorized inspector, and the permit holder must notify the Code Enforcement Officer when each inspectable stage is ready. Subsection B lists the elements inspected where applicable: the work site prior to issuance of a building permit, footing and foundation, preparation for a concrete slab, framing, building systems including underground and rough-in work, fire-resistant construction, fire-resistant penetrations, solid-fuel-burning heating appliances, chimneys, flues or gas vents, Energy Code compliance, and a final inspection after all permitted work is completed.

Under Subsection C, after each inspection the work is noted as satisfactory or the permit holder is told where it fails to comply with the Uniform Code or Energy Code; noncompliant work must remain exposed until it is brought into compliance, reinspected and found satisfactory. Inspection fees under Section 132-16's fee schedule are paid prior to or at the time of each inspection. A certificate of occupancy under Section 132-7 cannot issue until the Code Enforcement Officer or an authorized inspector inspects the building or structure and, where applicable, receives a written statement of structural observations, a final special-inspections report, and flood hazard certifications.
