Summary

Jefferson Parish's building code lays out required inspection stages for every trade: foundation, frame, and final for building work, plus matching underground, rough-in, and final steps for electrical, gas, mechanical, and plumbing. Contractors must call the Department by 2:30 p.m. the business day before the desired inspection, and the Code Official aims to inspect within 48 hours.

These county ordinances apply to unincorporated areas of Jefferson Parish. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Full Breakdown

Sec. 5 puts the burden on the building permit holder or agent to request each required inspection as work progresses. For building work, a slab/footings foundation inspection happens after beams are excavated and forms and reinforcement are placed; pier construction instead gets a floor frame inspection after sills and joists are set. Frame inspection follows once framing, fireblocking, and bracing are in place and service systems have been roughed-in and approved, and final inspection comes after the finished elevation certificate and survey are approved, all trades have passed, and grade and drainage are established.

Electrical, gas, mechanical, and plumbing trades each get their own underground, rough-in, and final sequence (plumbing adds a shower pan inspection), and new construction additionally requires a certified elevation certificate and setback survey before the slab inspection can even be scheduled, per the same section. Sec. on the business day prior to the day the inspection is wanted, and Sec. 8 commits the Code Official to inspecting within forty-eight hours of that call, excluding weekends and holidays. Sec. 4 separately requires the building permit placard to be posted on the premises before work starts and kept posted through completion of all required inspections, since the posted placard is what authorizes the Code Official to enter and inspect.

No building may be lawfully occupied until the Code Official issues a certificate of completion under Sec. 1, which itself requires all final inspections to be satisfactory first.

Violations & Fines

Work covered or concealed before the required inspection must be uncovered again for inspection under Sec. 8-1-104.7.9's ban on hiding reinforcing steel or framework without Code Official approval. Sec. 8-1-104.7.6 blocks all further work past an inspection point until the Code Official gives written release, and starting work without the permit placard posted violates Sec. 8-1-104.7.4.

Frequently Asked Questions

What building inspections does Jefferson Parish require?
Sec. 8-1-104.7.5 requires a foundation inspection (slab/footings or pier floor frame), a frame inspection after framing and roughed-in systems are approved, and a final inspection once the elevation certificate, survey, and all trade inspections are complete.
How far ahead do I need to schedule a Jefferson Parish inspection?
Sec. 8-1-104.7.7 requires the licensed trades contractor to call the Department before 2:30 p.m. on the business day before the day the inspection is wanted, so a Wednesday inspection needs to be scheduled by Tuesday afternoon.
How quickly will the Code Official show up after I call?
Sec. 8-1-104.7.8 commits the Code Official to making every effort to inspect within forty-eight hours of the contractor's call, not counting weekends and holidays.
Can I cover up framing or reinforcing steel before it's inspected?
No. Sec. 8-1-104.7.9 bars covering or concealing reinforcing steel or structural framework until the Code Official has approved it, and Sec. 8-1-104.7.6 stops any further work past that point without a written release.
