Summary

Horry County requires a post-foundation survey within ten working days of installing, backfilling and rough-grading a foundation. A South Carolina-licensed land surveyor must certify lot dimensions, setbacks, buffers, easements and floodplain boundaries before the code enforcement department authorizes any further construction.

These county ordinances apply to unincorporated areas of Horry County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Within ten (10) working days from the date a foundation is installed, backfilled and rough graded, and prior to any additional work being performed, a post foundation survey prepared by a registered land surveyor licensed by the State of South Carolina shall be submitted to the code enforcement department. The department shall not authorize any additional construction work to be performed until and unless a survey is submitted which shows buffers and easements, floodplain boundaries where applicable, the actual dimensions and shape of the lot to be built upon, as well as the location, lot line setbacks and dimensions of the proposed building/foundation or alteration. ... The requirements for foundation survey submittal shall be waived if the structure is located on a tract of at least twenty-two thousand (22,000) square feet in area and the structure is a minimum of three (3) feet from the setback lines.

Full Breakdown

Under Horry County Code Section 6-95, the county's building inspection department will not authorize any additional construction work on a permitted project until a post-foundation survey is submitted. The survey must be prepared by a registered land surveyor licensed by the State of South Carolina and filed with the code enforcement department within ten working days after the foundation is installed, backfilled and rough graded. It must show buffers and easements, floodplain boundaries where applicable, the actual dimensions and shape of the lot, and the location, setbacks and dimensions of the proposed building or foundation.

Where an existing structure already has an accurate survey on file that lets the department verify the location of existing and proposed structures without a new survey, the requirement is waived. It is also waived outright on tracts of at least 22,000 square feet where the structure sits at least three feet from the setback lines. The building inspection department, created under Section 6-1 to promote health and safety for residents outside any municipality, enforces this stage alongside the adopted International Building Code and International Residential Code administrative provisions in Section 6-2.

Framing, electrical, plumbing and mechanical rough-in inspections that follow cannot be scheduled until this foundation survey clears, making it the gatekeeping step of the inspection sequence for new homes and additions across unincorporated Horry County, including Socastee, Carolina Forest and Longs.

Violations & Fines

Failing to submit the post-foundation survey on time stops the job: the code enforcement department will not authorize any further work on the foundation or structure until a compliant survey is filed. Continued construction without clearance is treated as a code violation enforceable under Section 1-8's general penalty provision, which the technical-code adoption ordinance (Section 6-2(d)) applies to violations not otherwise addressed.

Frequently Asked Questions

Does Horry County require a survey before I frame my house?
Yes. Once your foundation is installed, backfilled and rough graded, you have ten working days to submit a post-foundation survey from a South Carolina-licensed surveyor. The code enforcement department will not clear any further construction, including framing, until that survey is on file and shows your setbacks and lot lines match the approved plan.
Can I skip the survey on a large lot?
The survey is waived if your tract is at least 22,000 square feet and your structure sits at least three feet from every setback line, or if an existing accurate survey already lets the department confirm structure locations without a new one. Otherwise it is mandatory before work continues.
Who enforces the foundation survey rule?
Horry County's building inspection department, created under Code Section 6-1, and its code enforcement staff enforce the requirement. They review the surveyor's submission for buffers, easements, floodplain boundaries and setback compliance before authorizing the next inspection stage on your permit.
