Under federal TSCA (15 USC ยง2681-92) and EPA Lead Renovation, Repair, and Painting Rule (40 CFR Part 745), any renovation disturbing more than 6 square feet interior or 20 square feet exterior in pre-1978 housing must be performed by an EPA-certified renovator using lead-safe work practices. Florida Department of Health also administers lead poisoning prevention under FL ยง381.983. Apopka has a mix of older homes (downtown) and newer subdivisions, so pre-1978 housing exists but is not the majority.
