Lead-based paint work in Rancho Cordova homes built before 1978 is regulated by the EPA Renovation, Repair, and Painting (RRP) Rule and California Health and Safety Code section 17920.10. Contractors must be EPA-certified, provide the Renovate Right pamphlet to owners and tenants, and follow lead-safe work practices. Presence of deteriorated lead paint can be declared substandard housing under state law.
The federal RRP Rule (40 CFR Part 745) requires firms performing renovation, repair, or painting that disturbs more than 6 square feet of paint in pre-1978 residences (or pre-1978 child-occupied facilities) to be EPA Lead-Safe Certified, use certified renovators, follow containment and cleaning protocols, and provide the Renovate Right pamphlet at least 60 days before work begins (or as otherwise specified by rule). CDPH Childhood Lead Poisoning Prevention Branch regulates abatement contractors separately under Title 17 CCR. Rancho Cordova code enforcement and Sacramento County Environmental Management can inspect and issue orders.
EPA RRP violations carry federal penalties up to tens of thousands of dollars per violation. California substandard housing orders under HSC 17920.10 can require abatement and re-inspection before re-occupancy.
