Summary
Weld County regulates plumbing work in the unincorporated county under the 2024 International Plumbing Code, adopted at Section 29-2-50, with permits handled through the same administrative chapter as the rest of the Building Code. The County layered on its own sewer-depth and utility-separation rules on top of the model code.
The International Plumbing Code (IPC), 2024 Edition, as published by the International Code Council, 4051 Flossmoor Road, Country Club Hills, Illinois 60478, is hereby adopted by reference as if fully set out in this ordinance with the additions, deletions, insertions, and changes as follows:
A.Delete Chapter 1 and refer to Chapter 1 of the International Building Code for all administrative provisions.B.Amend Section 305.4.1: Sewer depth, to read as follows: "Building sewers that connect to private sewage disposal systems shall be a minimum of twelve inches (12") below finished grade at the point of septic tank connection. Building sewers shall be a minimum of twelve inches (12") below grade."
C.Add Section 603.2.1: Separation of water service and utilities, to read as follows: "All underground potable water service piping located outside a building or structure shall be separated by a minimum of twelve inches (12") from all other underground utilities, including telephone and cable television. Such separation may be horizontal or vertical."
D.Amend Section 1113.1.3: Electrical, to add the following after the first sentence: "A 125-volt, 15-ampere, GFCI-protected, electrical receptacle outlet shall be installed within five (5) feet of the sump pit location. The branch circuit feeding this outlet shall be a dedicated circuit."

Full Breakdown
Section 29-2-50 adopts the International Plumbing Code, 2024 Edition, "as if fully set out in this ordinance," and immediately routes permitting back to the general Building Code: amendment A states "Delete Chapter 1 and refer to Chapter 1 of the International Building Code for all administrative provisions," meaning plumbing permit applications, fees and inspections follow the same Section 105 process (and the same Section 105.2 exempt-work list) as building and electrical permits rather than a separate plumbing-specific procedure.
On top of that administrative link, Weld County made substantive changes to the model plumbing code. Amendment B rewrites Section 305.4.1, Sewer depth: "Building sewers that connect to private sewage disposal systems shall be a minimum of twelve inches (12") below finished grade at the point of septic tank connection. Building sewers shall be a minimum of twelve inches (12") below grade." That matters in a county where most unincorporated homes run on private septic systems rather than public sewer. Amendment C adds Section 603.2.1, requiring underground potable water service piping to be separated by at least twelve inches, horizontally or vertically, from other underground utilities including telephone and cable lines. Amendment D also requires a dedicated, GFCI-protected 125-volt, 15-amp receptacle within five feet of any sump pit installed under the plumbing code.
Violations & Fines
Plumbing work is subject to the same permit-lapse and reinspection rules as the rest of the Building Code: if the work isn't finished and inspected before the permit expires, Section 105.5.1 requires all work to stop until a new application and fees are filed and a re-permit is issued. Installing a sewer line shallower than the required twelve inches, or skipping the mandated utility separation on a water service line, is a code violation the Building Official can require corrected before signing off on inspection.
