Full Breakdown

Section 1331.01 adopts the Ohio Plumbing Code, being the edition referenced in the current edition of the Ohio Building Code, as amended by the Ohio Board of Building Standards, Department of Commerce, under Section 4.14 of the Elyria City Charter. Two local exceptions apply to one, two and three-family dwellings. A lavatory can be set closer than 15 inches from its center to any wall or partition, and the final test of the completed drainage and vent system required by the Ohio Plumbing Code is not required. From the date the section took effect, its provisions control in the City.

The permit steps are in the rest of Chapter 1331. Section 1331.06 requires an application in writing, filed with the Building Department on a form furnished for that purpose and signed by the applicant. The application gives the correct address of the work and describes and enumerates the work, with other information as required. Section 1331.07 requires drawings and specifications in sufficient detail for the Plumbing Inspector to determine that the proposed work conforms to the chapter. Fees are set by Chapter 109 (Section 1331.08), and Section 1317.02 points plumbing permit fees to Section 109.13 of the Administrative Code. Under Section 1331.09, plumbing materials, devices, fixtures, appliances and other equipment must be of a type approved by the Board of Building Standards, and items bearing the label of Underwriters' Laboratories, Inc. are deemed approved unless the Board formally disapproves them.

Contractors are regulated separately. An application for registration goes in writing to the Building Department naming the principal who will supervise the work, and the Building Official reviews it (Section 1331.03). Each applicant must hold a state license issued under Ohio R.C. Chapter 4740 (Section 1331.04). If a registered holder leaves a business, the business must notify the Building Official within ten days, and the registration becomes void after 90 days unless another licensed associate or employee registers. A registration is not assignable or transferable.

Violations & Fines

Section 1331.99 sends any violation of Chapter 1331 to the general Building Code penalty in Section 1313.99: a fine of not more than $300, imprisonment of not more than ninety days, or both, with each day a violation exists a separate offense. Under Section 1317.07, starting permit-required plumbing work without a permit doubles the permit fees and does not excuse compliance. Registrations can be suspended or revoked under Section 1321.05.
