04 sets Erie's plumbing permit fees, starting with a $25 administration and technology fee on every application. Fixture work is billed per fixture: up to three plumbing fixtures or waste-discharging devices cost $50 total, and each additional fixture beyond that adds $15. A new or reconstructed building sewer shown in the plan costs $50, while a new, reconstructed or replaced sanitary sewer, stormwater line, water service, gas service or water distribution line runs $75 for residential work and $100 for commercial work. Installing or replacing a water heater follows the same residential/commercial split: $75 for a home, $100 for a commercial building.

A plumbing or real estate inspection costs $75, and an emergency or weekend call-out inspection costs a flat $300. 41(a) requires the property owner or an authorized agent to apply to the Building Code Official and obtain the plumbing permit, with emergency repairs allowed to proceed immediately as long as the permit application follows within three business days. 41(c)(5): replacing bib valves with an approved vacuum breaker, refinishing existing fixtures, replacing ball cocks, repairing leaks, clearing stoppages, replacing faucets or their working parts, and swapping a water closet, lavatory or kitchen sink all fall outside the permit requirement.
