Greenville, NC Building Safety: Plumbing Permits (2026)

Section 9-1-3(F) of the Greenville City Code adopts the most recent edition of the North Carolina Plumbing Code, including all subsequent amendments, by reference as fully as though printed in the chapter. Section 9-1-4(B) makes that adoption operative: any building or structure meant for human habitation, occupancy or use must have its plumbing systems and fixtures installed, altered, extended, repaired or reconstructed in accordance with the Plumbing Code's minimum standards. The Inspections Division, which by Section 9-1-20 may include a dedicated plumbing inspector alongside the building, mechanical and electrical inspectors, reviews the work.

Permits for plumbing run through the same permit framework as other building permits. Section 9-1-38 sets plumbing permit fees according to the City of Greenville Manual of Fees, adjusted by City Council from time to time. Work must not begin before a permit is obtained: Section 9-1-31(E) imposes an additional fee of twice the permit fee, or a minimum of $100, on anyone who starts construction, alteration or repair before securing the required permit. Under Section 9-1-39, it is unlawful to violate any provision of the chapter or to disregard an inspector's order, and each day of continuing noncompliance is a separate violation. Section 9-1-40 backs that with a Class 1 misdemeanor charge plus escalating civil penalties: $100 for a first violation, $250 for a second within 365 days, and $500 for each subsequent violation, payable to the Financial Services Department within five business days unless appealed under Section 1-1-20 of the City Code.
