Melbourne, FL Building Safety: Plumbing Permits (2026)

Section 13.107 adopts 'the Florida Plumbing Code, current edition as mandated by the Florida Legislature, and published by the Florida Building Commission' by reference as Melbourne's plumbing code, and specifically adopts Appendix B, Appendix D and Appendix E of that code. A plumbing permit applicant must present the building official 'a current certificate issued by the Florida Construction Industry Licensing Board, or possess a current Brevard County competency card' under Section 13.01, and any plumbing contractor operating in the city first needs a local business tax receipt under Section 13.02.

The plumbing permit fee itself is set by city council resolution under Section 13.45, alongside the building, fence, roofing, electric, gas, mechanical, swimming pool, fire protection, sign, burn and irrigation permit fees, and that fee schedule is reviewed every two years for adjustment. Once a plumbing permit issues, the same inspection framework that covers every other trade in Chapter 13 applies: under Section 13.52 the building official inspects plumbing systems during and upon completion of the permitted work and keeps a record of every inspection and violation found, and under Section 13.53 the official can accept a recognized inspection service's certified report in place of a city inspection.

Section 13.107 designates the planning and zoning board as 'the board of adjustment and appeals for this code,' so a denied plumbing permit or a disputed plumbing code interpretation is appealed to that board rather than to a separate plumbing board.
