Titusville, FL Building Safety: Plumbing Permits (2026)

Sec. 6-142 of the Titusville Code of Ordinances adopts the latest Florida Building Code, Plumbing, by reference as the city's plumbing code, and makes any violation of it, or failure to comply with its requirements, a misdemeanor punishable for each day the violation continues, under the general penalty in Sec. 1-15. Sec. 6-144 requires a permit from the building official before any plumbing work not otherwise excepted, on an application form provided by the building official and accompanied by fees under Sec. 6-145's fee schedule.

Sec. 6-149 excepts minor repairs from the permit requirement: repairs up to $200 in value, limited to the working parts of a faucet or valve, clearing minor stoppages, fixing leaks, or replacing defective faucets or valves, can be done without a permit as long as no changes are made to the piping serving the fixture. Sec. ch. 489, and bars any firm from installing, repairing or altering plumbing unless the work is supervised by a certified master plumber; Sec. 6-148 separately bars letting someone else use a master plumber's certificate to obtain permits or do business.

A homeowner may install and maintain plumbing on their own property under Sec. 6-150, but only after personally appearing before the building official, obtaining the required permit and paying the fee, and only for property used exclusively by the homeowner or family; homeowners are barred from making any house connection to a public sewer or water line. Plans and inspections are handled by the building official under Sec. 6-143, who may enter premises to inspect plumbing systems at reasonable times.
