Newton County, GA Building Safety: Plumbing Permits (2026)

Section 10-54(a) of the Newton County Code adopts the state plumbing code, published by the state building administrative board, as the standard governing the installation of plumbing and plumbing materials in the county. Not less than one copy of the code is kept on file in the office of the county clerk/treasurer, and the code is incorporated as fully as if set out at length in the county's own ordinances; once the section takes effect, its provisions control within the county. Section 10-54(b) supplies working definitions for the adopted code: "corporate counsel" means the county attorney, "municipality" means the county itself, and "plumbing inspector" means the person the board of commissioners designates to administer and enforce the code, tying the state text to Newton County's own officials.

Enforcement runs through the building and inspections department under § 10-54(c). 00 plus costs, imprisonment not exceeding 90 days, or both, with the judge of the superior court deciding which penalties to impose in each case. Because this is a straight adoption of the state plumbing code rather than a locally modified text (compare the eleven local amendments the county layered onto the National Electrical Code at § 10-55), the substantive fixture, fitting and installation standards a permit applicant must meet come from the state plumbing code itself, while the permitting authority, the filed reference copy and the enforcement and penalty structure are Newton County's own.
