Placentia, CA Building Safety: Plumbing Permits (2026)

Chapter 20.12 of the Placentia Municipal Code is titled the "Placentia Plumbing Code" (§ 20.12.010). Its stated purpose is to prescribe regulations for construction, enlargement, alteration, repair, improving, removal, conversion, demolition, equipment use, plumbing systems, materials and appurtenances and conditions hazardous to life or property in the occupancy of buildings and premises (§ 20.12.020). Section 20.12.030 does the adopting: the California Plumbing Code, 2025 Edition, incorporating the Uniform Plumbing Code, 2024 Edition, becomes the local code for erection, installation, alteration, repair, relocation, replacement, maintenance or use of plumbing systems within the City of Placentia. Where the California Code of Regulations and State Building Standards Code of Regulations differ, the state regulations prevail except as specifically modified in the chapter.

Section 20.12.040 translates terms in the adopted code to Placentia offices. The "authority having jurisdiction" and the "jurisdiction" mean the city, the "building official" is the chief building official appointed by the city administrator or a designee, and the "fire code official" is the chief of the Placentia fire and life safety department or an individual designated by the city administrator. Local amendments are left open: § 20.12.050 reads "Reserved for future amendments." The building official or designee enforces the code (§ 20.12.060). Fees for services are approved by city council resolution under California Government Code § 66016 (§ 20.12.070), and a copy of the 2025 California Plumbing Code is on file in the office of the Building Official under California Health and Safety Code § 18942(e)(1) (§ 20.12.080). The chapter does not print its own list of plumbing work that needs a permit, so the adopted code supplies the work-by-work detail.
